Serving and Selling Alcohol

To serve or sell alcohol in the Township of Scugog, you will need a liquor licence from the Alcohol and Gaming Commission of Ontario (AGCO).

Please start by visiting the AGCO website to start your application. The type of liquor licence you apply for will determine the type of documentation the AGCO requires from the Township of Scugog to support your application.

Please see below information regarding the differences of applying for a new liquor licence, hosting a special event on public property, and hosting a special event on private property. 

Applying for a New Liquor Licence

  1. If you have an establishment that you wish to sell alcohol in, you will need to start the process with the AGCO.
  2. Please start by visiting the AGCO website Alcohol and Gaming Commission of Ontario | (agco.ca) to start your application. The type of liquor licence you apply for will determine the type of documentation the AGCO requires from the Township of Scugog to support your application.

  1. After you have started your application through the AGCO you will be required to complete section 1 of a Municipal Information Form and submit to the Clerk’s office with your request. As part of your application to the AGCO, you will also be required to have Municipal Agency Forms completed by the Township of Scugog. The Municipal Agency Forms will be completed by the Clerk, Fire, and Building Departments. Internal coordination will be handled by the Clerks’ office.
  2. In addition to these forms, you will also be required to provide the Clerks’ office with the following information:
    1. Number of toilets and/or urinals, including for staff;
    2. Detailed Site Plan including labeled washrooms, exits, kitchen, etc. 
    3. What type of alcohol you wish to sell (only beer and wine/ beer, wine and spirits)
    4. Seating capacity in the restaurant (to be included in the site plan and labelled)

  1. Municipal Consent is a requirement of the AGCO application. The cost for this, payable to the Township of Scugog is $358.21.
  2. Complete the Municipal Consent Form for Liquor Licence to proceed with your request. 
Hosting a Special Event

If you are hosting a special event in the Township of Scugog where you plan to serve alcohol, you are required to provide the municipality with the following information:       

  1. Name of applicant, their address, and contact information
  2. Details of the event, including address, date, time, name of establishment
  3. Attachment of a detailed site plan including placement of seating and number of washrooms
  4. Indicate any structures you will be using (banquet tents, pavilions, barns etc.)

If you are hosting a special event in the Township of Scugog where you plan to serve alcohol, you are required to provide the municipality with the following information:

  1. Name of applicant, their address, and contact information;
  2. Details of the event, including address, date, time, name of establishment;
  3. Attachment of a detailed site plan including placement of seating and number of washrooms;
  4. Indicate any structures you will be using (banquet tents, pavilions, barns etc.).

As part of your Special Occasion Permit (SOP) application through AGCO, you will be required to obtain a Letter of Municipal Consent from the Township of Scugog.

In order for the Township to provide this, you will need to submit the Special Occasion Permit Application. The fee associated with this Letter is $83.00 payable to the Township of Scugog.

If you are hosting a special event on private property, like a wedding, large birthday party, or reunion, where you intend to serve alcohol to guests, you are required to notify the Township about your private event. Send an email to clerks@scugog.ca advising of the event and include the following:

  1. Address, date, and time;
  2. Attachment of a site plan including placement of seating and number of washrooms (this includes temporary washroom facilities (ie: porta potties))
  3. Advise if the event will be held in a tent or structure (pavilion, barn, etc.)
  4. You are required to notify police and health department
    1. Durham Region Health Department, 905-985-4889

The Clerks’ department will notify internal departments, including By-law, Fire, Building and Planning.
